Une niche parlementaire correspond \u00e0 un moment du calendrier l\u00e9gislatif \u00e0 l\u2019Assembl\u00e9e nationale ou au S\u00e9nat durant lequel les parlementaires ma\u00eetrisent eux-m\u00eames l\u2019ordre du jour des discussions en h\u00e9micycle. En temps normal, conform\u00e9ment \u00e0 l\u2019article 20 de la Constitution, c\u2019est le gouvernement qui d\u00e9termine les textes examin\u00e9s. La niche constitue donc une exception importante puisqu\u2019elle permet aux groupes parlementaires de mettre \u00e0 l\u2019agenda les propositions qu\u2019ils souhaitent d\u00e9fendre.<\/h4>\n\n\n\n<p>Dans le cadre de cette journ\u00e9e, le groupe des s\u00e9nateurs communistes, r\u00e9publicains, citoyens, \u00e9cologistes \u2013 Kanaky, a d\u00e9pos\u00e9 deux propositions de loi, dont une proposition de loi constitutionnelle (PPLC), visant \u00e0&nbsp;:<\/p>\n\n\n\n<p>-La nationalisation de groupe ArcelorMittal&nbsp;;<\/p>\n\n\n\n<p>-La r\u00e9duction des pr\u00e9rogatives du Pr\u00e9sident de la R\u00e9publique en faveur du Premier ministre.<\/p>\n\n\n\n<p><strong><em>Nationalisation d\u2019ArcelorMittal&nbsp;: une urgence&nbsp;!<\/em><\/strong><\/p>\n\n\n\n<p>Adopt\u00e9 \u00e0 l\u2019Assembl\u00e9e nationale mais rejet\u00e9 au S\u00e9nat en novembre 2025, ce texte visait \u00e0 remettre la question de la nationalisation d\u2019ArcelorMittal au c\u0153ur du d\u00e9bat parlementaire. Nous souhaitions ainsi rappeler notre engagement en faveur de la souverainet\u00e9 industrielle et r\u00e9affirmer notre soutien aux travailleuses et aux travailleurs actuellement en gr\u00e8ve.<\/p>\n\n\n\n<p>Comment accepter des vagues de suppressions de postes, le gel des salaires et le chantage permanent \u00e0 la d\u00e9localisation alors m\u00eame que l\u2019entreprise a plus que doubl\u00e9 son b\u00e9n\u00e9fice net, passant de 1,34 milliard de dollars en 2024 \u00e0 3,15 milliards en 2025. Dans le m\u00eame temps, le groupe continue de percevoir chaque ann\u00e9e des centaines de millions d\u2019euros d\u2019aides publiques sans v\u00e9ritable contrepartie.<\/p>\n\n\n\n<p>Derri\u00e8re ces choix, c\u2019est l\u2019avenir de notre industrie et de notre souverainet\u00e9 qui se joue. Sans acier, il n\u2019y a pas d\u2019industrie. C\u2019est pourquoi nous consid\u00e9rons que la nationalisation constitue aujourd\u2019hui une urgence.<\/p>\n\n\n\n<p>La droite s\u00e9natoriale a pr\u00e9f\u00e9r\u00e9 d\u00e9fendre les int\u00e9r\u00eats d\u2019un grand groupe plut\u00f4t que ceux des travailleurs et de l\u2019industrie fran\u00e7aise. Pour ma part, je continuerai de me tenir aux c\u00f4t\u00e9s des travailleuses et des travailleurs qui font tenir notre pays. Celui-ci pr\u00e9voit que tout gouvernement nouvellement nomm\u00e9 soit imm\u00e9diatement soumis \u00e0 un vote de confiance de l\u2019Assembl\u00e9e nationale. L\u2019objectif est clair&nbsp;: il s\u2019agit d\u2019affirmer que le gouvernement proc\u00e8de de la volont\u00e9 du pouvoir l\u00e9gislatif et de renforcer sa responsabilit\u00e9 devant les repr\u00e9sentants du peuple.<\/p>\n\n\n\n<p>Au-del\u00e0 de cette disposition, cette r\u00e9forme vise \u00e0 mettre fin \u00e0 l\u2019hyperpr\u00e9sidentialisation qui caract\u00e9rise aujourd\u2019hui la Ve R\u00e9publique. Dans un contexte o\u00f9 nos institutions apparaissent fragilis\u00e9es, il devient n\u00e9cessaire de r\u00e9\u00e9quilibrer les pouvoirs et de restaurer un fonctionnement plus d\u00e9mocratique de nos institutions.<\/p>\n\n\n\n<p>Le S\u00e9nat s\u2019y est oppos\u00e9. Le d\u00e9bat, lui, est d\u00e9sormais ouvert.
