de l\u2019\u00e9poque, par le biais d\u2019une question \u00e9crire, afin d\u2019alerter sur l\u2019aggravation de la crise du logement social en \u00cele-de-France et dans le d\u00e9partement du Val d\u2019Oise.<\/h4>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-default is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure \/><\/figure>\n<\/figure>\n\n\n\n<p>La demande de logement en \u00cele-de-France ne cesse d\u2019augmenter tandis que l\u2019offre demeure structurellement insuffisante, entra\u00eenant des d\u00e9lais d\u2019attente trop longs et le maintien de citoyennes et citoyens dans des situations de mal-logement.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Voici sa gouvernement consid\u00e8re que le sch\u00e9ma r\u00e9gional de l&rsquo;habitat et de l&rsquo;h\u00e9bergement (SRHH) et les diff\u00e9rentes op\u00e9rations engag\u00e9es en \u00cele-de-France suffisent pour r\u00e9pondre \u00e0 la crise du logement, cette consid\u00e9ration se heurte \u00e0 une r\u00e9alit\u00e9 du terrain bien plus s\u00e9v\u00e8re.&nbsp; En effet, dans son rapport annuel de 2025, la Fondation pour le logement des d\u00e9favoris\u00e9s met en lumi\u00e8re le manque cruel d\u2019investissement de l\u2019\u00c9tat en la mati\u00e8re alors m\u00eame que plus d\u2019un million de personnes ne disposent aujourd\u2019hui d\u2019aucun logement personnel et que 4,2 millions de personnes sont sans logement ou mal-log\u00e9es, tandis que 12,3 millions suppl\u00e9mentaires sont fragilis\u00e9es par la crise du logement.<\/p>\n\n\n\n<p>Une situation qui alimente l\u2019aggravation continue du sans-abrisme, avec 350 000 personnes sans domicile, \u00e0 l\u2019\u00e9chelle nationale, contre 143 000 en 2012, ainsi que le d\u00e9veloppement massif mais largement invisible de l\u2019h\u00e9bergement contraint chez des tiers, qui concerne \u00e0 ce jour pr\u00e8s de 600 000 personnes. &nbsp;<\/p>\n\n\n\n<p>Malgr\u00e9 cela, au regard de sa r\u00e9ponse, le gouvernement semble se satisfaire de cette progression marginale du parc social, comme l\u2019illustre dans le Val-d\u2019Oise l\u2019agr\u00e9ment de seulement 1 019 logements sociaux suppl\u00e9mentaires. Une telle r\u00e9ponse appara\u00eet largement en de\u00e7\u00e0 des attentes de la population, lorsque l\u2019on sait qu\u2019en 2022, 74 816 demandes de logements sociaux \u00e9taient d\u00e9pos\u00e9es dans le d\u00e9partement, comme je l\u2019ai rappel\u00e9 dans ma question \u00e9crite.<\/p>\n\n\n\n<p>Au-del\u00e0 de ce d\u00e9calage manifeste entre la production affich\u00e9e et les besoins r\u00e9els, le gouvernement passe sous silence la pression financi\u00e8re croissante qui p\u00e8se sur les collectivit\u00e9s. Or, La Fondation pour le logement consid\u00e8re que celles-ci sont les acteurs les \u00ab&nbsp;plus \u00e0 m\u00eame d\u2019apporter des r\u00e9ponses adapt\u00e9es \u00bb \u00e0 la crise du logement, tant il est aujourd\u2019hui de leur comp\u00e9tence d\u2019agir en la mati\u00e8re.<\/p>\n\n\n\n<p>Cependant, il est pour le moins incoh\u00e9rent de leur confier cette responsabilit\u00e9 tout en r\u00e9duisant, depuis le premier mandat d\u2019Emmanuel Macron, les moyens financiers et les recettes qui leur sont allou\u00e9s.<\/p>\n\n\n\n<p>En effet, l\u2019effort impos\u00e9 aux collectivit\u00e9s au nom du \u00ab&nbsp;redressement des comptes publics&nbsp;\u00bb r\u00e9duit de facto leurs marges de man\u0153uvre en mati\u00e8re de politique de logement, au moment m\u00eame o\u00f9 les besoins sociaux explosent.<\/p>\n\n\n\n<p>Cette orientation semble cependant traduire une volont\u00e9 politique.<\/p>\n\n\n\n<p>De nombreuses associations ont alert\u00e9, d\u00e8s novembre dernier, sur la nomination de Monsieur Vincent JEANBRUN comme ministre de la Ville et du Logement, au regard de ses prises de position en faveur d\u2019un durcissement des conditions d\u2019attribution et d\u2019une r\u00e9duction de la construction de logements sociaux.
